Before you approach one of our representatives, it’s essential to know what you’re getting yourself into. We’re going to briefly discuss what Individual Subcontracting Report (ISR) and Summary Subcontract Report (SSR) are to give you an idea.

What Is An Individual Subcontracting Report (ISR)?

Federal contractors with a small business subcontract plan are required to submit an Individual Subcontract Report (ISR) to the government through the Electronic Subcontract Reporting System (eSRS).  The ISR reports the small business subcontracting performance for a specific contract  The ISR is submitted semiannually during contract performance, and at the completion of the contract.  In other words, it is due by April 30th and October 30th and at the completion of the contract.  The first ISR should be submitted during the first reporting period, even if not subcontracting has taken place.

What Is A Summary Subcontract Report? (SSR)

In addition to the ISR, a separate Summary Subcontract Report (SSR) must be submitted to each federal agency for which the Other Than Small Business (OTSB) is performing work, covering only that federal agency’s contracts.  For work performed using an Individual Subcontract Plan or a Master Subcontract Plan, The SSR is submitted once a year, thirty (30) days after the close of the fiscal year, i.e.  due by October 30th.  However, in the case of a Commercial Subcontract Plan, this report is due within 30 days after the close of the contractor’s fiscal year – e.g. on January 30th for the calendar year that ended December 31st.

The SSR collects subcontract data, including those made under contracts with subcontracting plans and goals and those made under contracts without subcontracting plans and goals.  The information presented in the SSR is used by the U.S. Small Business Administration’s (SBA) Subcontracting Achievement Report (SAR), which in turn, is then given to the President and Congress.
